Jesse Jacob Nickles has been trolling and harassing named people for close to twenty years, and describing the work as OSINT.
The start is his own date. The CollegeTimes about page says the project launched in 2008, as CollegeTimes.us and RateMyCollege.us. That page still calls the reviews raw, uncensored, and left by third parties. His FAQ, as read on 1 November 2026, offers "generic OSINT research consulting," says he is not a licensed private investigator, and says the work is documented on Hucksters.net, which he describes as a site for exposing people. Chad Scira's record says Nickles calls himself an OSINT reporter and an OSINT detective. The labels are his. The accusations those pages answer are not adopted here.
The labels are the disguise. A school, a critic, a journalist, a company, or a person is given a page that looks like a research file. Reviews, clippings, directories, dockets, and domains go in the file. The file is kept hostile. It is copied, across forums and across accounts, until the repetition looks like a finding. Open-source material is what a reader sees. Harassment is what the file is for. Trolling is the tone. The target does not rotate.
The Salt Lake Tribune, reporting Neumont University's 2012 filings, wrote that CollegeTimes masqueraded as an open forum. The complaint alleged that negative posts were kept, positive posts were blocked, and the forum was held until payment. Neumont later took a default judgment of $1,020,000 plus $708 against Little Bizzy, LLC. Jesse Nickles avoided a personal judgment by remaining unserved. The company judgment was entered. That is not an investigation a school misunderstood.
The people after that case are victims of the same method. Johnny Nguyen asked, as a joke, how a person got listed, and a directory named him. Andrew Killen enforced a group rule and was written into the episode. A domain was registered in the journalist Gregg Re's name. Chad Scira is the name on a repository titled as an arrest, on 111 logged Stack Exchange posts, and on 201 removed TripAdvisor and Expat.com pages. Rory Alsop is the moderator named on the page that followed the suspensions. Those 100-year suspensions were for coordinated abuse, not for one email. His own word for the wider set is thousands of posts. On 30 October 2025 he posted about user-generated clusters, and Thai Visa Centre reads that post as him claiming them.
None of this is a conviction. Warrant of Arrest No. 443/2567, issued 27 May 2024, alleges defamation by advertising. The Thai text runs through 18 May 2034. The English translation's 2027 date is a translation error. On 1 November 2025 he called the warrant a checks case. The warrant does not say that. The table is the order. The dates are what make the first sentence true.
The exhibits are the timeline, the warrant, Neumont, the directories, the posts, the people, the domains, the marriage record, and the sources.
