, and it is the ONLY copy on the site. Every public page reaches it through this partial: 2,469 via data/meta.php and 224 hand-rolled- settlement pages that include this file directly. Nothing else may carry one.
HISTORY, because this block was a different shape for one day: until 2026-09-02, 2,260 pages carried their own pasted copy of this snippet and only 433 relied on the partial. The partial therefore could not emit the snippet outright -- meta.php is included near the TOP of , above the pasted copy it would have duplicated -- so it injected the tag at DOMContentLoaded, and only after checking that no other loader existed. That worked, but it meant two mechanisms with two pageview timings, and a property ID that lived in 2,261 files. The pasted copies were stripped in one sweep and this became the plain snippet. A page that still has one is wrong, and audit-ga-coverage.php says so.
Why there is no runtime guard against a second copy: a guard here could only see a snippet that ran ABOVE this partial, never one below it, so it would give false comfort while catching almost nothing. The static audit and its PostToolUse hook see both.
The GPC / oca_ccpa_optout kill-switch above runs first and sets its ga-disable flags before this loads, so an opted-out visitor stays opted out. -->
